Vermont Governor James Douglas is the second governor in the United States to take on Universal Health Care for its citizens. Incidentally what has been perceived as a liberal issue has been adapted by two Republicans. Mitt Romney, Republican governor of Massachussettes and potential 2008 presidential candidate, proposed a similar plan for his state earlier this year.
